Antique Automotive Tool or Canning Pliers Lifter - You decide Which!

The paper label taped to this piece said ‘canning pliar lifter’ but looking online I have also found a similar piece marked “1920 Victory Ring Compressor Company automotive tool. The metal band is adjustable for different sizes. Stamped in metal band is A.T. Hane & Son, Lagro, IND. It will be a great conversation starter and compliment your home decor whether shabby chic, farmhouse, country, man cave, primitive, rustic, or ????
Approximately 8.5” long. There are a few small places with rust (see pictures).
